Big Brother first appeared in Power Man #37 (August 1976), created by Bill Mantlo, William Robert Brown, and Marv Wolfman. He was a local crime boss who was in rivalry with another boss named the Baron. He had a secret identity as a computer expert who worked for the city’s communications department. He used his skills to hack into various systems and monitor his enemies. He also wore an exoskeleton that gave him superhuman strength and endurance.
Power Man, also known as Luke Cage, was manipulated by the Baron into attacking Big Brother. The Baron wanted to take over Big Brother’s territory and hired Cage as a bodyguard. However, Cage soon realizes he is being used and turns against the Baron. He then confronted Big Brother and fought him in a fierce battle. Big Brother tried using his exoskeleton and computer skills to defeat Cage, but he was ultimately overpowered and arrested.
Big Brother only made two more appearances in the comics. He had a minor role in Power Man #38 (September 1976), where he was shown in prison with the Baron and other villains. He later appeared in the Official Handbook of the Marvel Universe A to Z #3 (March 2008), where he was given an entry that summarized his history and abilities.
